Notice of Annual Membership Meeting

The annual SCMA membership meeting will take place Friday, August 19, 2011, at 8:00 am. The meeting is scheduled in conjunction with the 2011 Annual Conference, which is being held at the Holiday Inn Riverwalk in San Antonio. You do not need to be registered for the conference to attend the membership meeting. However, if you do wish to attend the conference, remember to register by July 20 in order to receive the $100 early-bird discount.

If you have any items you would like to submit for inclusion on the membership meeting agenda, please contact the SCMA office. If you will not be able to attend the membership meeting, but would like designate another member as your proxy to vote on any action items that may come up at the meeting, you can find a proxy form online or by contacting the SCMA office. Results of the Board election will be announced at the meeting.

SCMA Has Moved!

SAWS desal program gains funding MORE

TWDB's Executive Administrator J. Kevin Ward has resigned to serve as general manager of the Trinity River Authority MORE

The Southern California Salinity Coalition (SCSC) has released a report describing the outcomes of a pilot project that attempted to reduce brine volume discharge. The report, titled "Desalination Recovery Enhancement and Concentrate Management Study - Phase II," is available for download on the SCSC website: www.socalsalinity.org.

A Texas Water Development Board-funded project on desaltination concentrate management has been completed. The study, which investigated two treatment methods for recovering water from brackish groundwater RO concentrate, can be viewed at TWDB's Innovative Water Technologies site. TWDB has also released its 2010 legislative report, "The Future of Desalination in Texas: 2010 Biennial Report on Seawater Desalination."

The Sunset Advisory Commission's staff report on the Texas Commission on Environmental Quailty is now available for review.

July 2010: Now Accepting Nominations for 2010-2012 Board of Directors

SCMA is now accepting nominations for the association's Board of Directors. Nominees can be from Divisions I, II, and III, and the positions are two-year terms (Sept. 2010 - Sept. 2012). All nominees must be members in good standing of the association. Members may nominate themselves, or other members of the association. Self-nominees should send the following information to SCMA via e-mail by July 30:

  • name & contact information
  • bio (100 words max)
  • statement of willingness to serve on the Board for a two-year term

To nominate a fellow member, send that member's name and contact information to SCMA via e-mail, and SCMA staff will follow up with the member for the needed information. A list of SCMA members and their divisions is available in the Members Only section (see latest e-newsletter or contact SCMA for login information). Nominations must be received no later than close of business Friday, July 30.

SCMA Loses Former Board Member

It is with great sadness and deepest sympathy that we extend our condolences to the family, friends, and employees, of Charles "Chuck" Browning of Harlingen, Texas. A former SCMA Board member, he was a driving force behind the reorganization of the association six years ago. Mr. Browning passed away on Thursday, May 6, 2010. As the general manager of the North Alamo Water Supply Corporation, Browning was instrumental in the development of some of the largest brackish desalination facilities in Texas. TCEQ Operator Survey

A message from Allan Vargas, TCEQ Operator Licensing Permitting & Registration Support Division:

The purpose of this letter is to notify you of the Texas Commission on Environment Quality's (TCEQ) efforts to complete an updated job analysis of surface water treatment operations. The TCEQ plans to use these analysis results to assess if changes are needed to the water operator licensing program including licensing requirements, examinations, and training. A critical part of the job analysis is an online survey completed by operators currently performing surface water treatment duties. We are asking your assistance by encouraging every operator in your organization that performs surface water treatment and/or groundwater under the influence of surface water treatment to complete the job survey.

The survey will be available online from April 1, 2010 until April 15, 2010. Licensed water operators participating and completing the survey will earn 2 hours of training credit toward renewal of their license. Operators can access the survey at the following site: http://swoperatorsurvey.questionpro.com. The site requires a user name and password in order to participate. The username is the operator's last name as shown on the license and the password is the nine character license number, complete with the alpha characters in capital letters (i.e. WS0009999).

Accurate survey results are critical in the development of relevant training and licensing examinations to ensure the competency of licensed operators, the quality of the drinking water produced and protection of public health. Please participate if you are an operator performing the duties described above and also encourage other operators in your organization performing such duties to participant in this important activity.

Texas State University (TSU) at San Marcos is the TCEQ contractor responsible for creating, distributing, and analyzing responses to the job survey. All responses are confidential and individual responses will not be identified. "The Texas Water Development Board (TWDB) invites interested parties to submit proposals for brackish groundwater desalination demonstration projects. The deadline for applications is 5:00 p.m. on March 1, 2010. The full request for proposals and an application form can be downloaded from TWDB's Web site.

In 2003, TWDB estimated that there was about 2.7 billion acre-feet of brackish groundwater in the state. To accelerate the use of this valuable resource, TWDB with funding from the 79thTexas Legislature launched the Brackish Groundwater Desalination Initiative in 2005 to implement brackish groundwater desalination demonstration projects. The Legislature followed up with additional funding in 2007 and 2009 ($600,000 each session) to help continue and expand the state's efforts at developing new water supplies through brackish groundwater water desalination.

The goal of the demonstration projects is to provide tangible examples of the use of water desalination technologies and concentrate management strategies that can serve as replicable models for small-scale desalination projects and to showcase technological advances and/or promising strategies to increase the efficiency of desalination and concentrate management processes.

Information on completed and ongoing brackish groundwater desalination demonstration projects is available.

Inaugural Imagine H2O Prize Competition

The inaugural Imagine H2O Prize competition is open for submissions. The competition offers prizes of $70,000 in cash and in-kind services, which will be awarded to the business plans that promise the greatest breakthroughs in the efficient use and supply of water.

The Imagine H2O Prize is designed to encourage entrepreneurs, investors, inventors and academics around the world to address water challenges. This inaugural business plan competition focuses on solutions to improve water efficiency in agriculture, commercial, industrial or residential applications, such as water demand reduction, improved water use, water recycling and/or reuse.

Entries will be accepted from around the world beginning September 1 through November 16, 2009. Winners will be announced at a showcase event in early 2010.

Funding Deadlines August 1

Two August 1 funding deadlines are approaching: Water Infrastructure Fund - $440 million in bonds that were appropriated by the Legislature in 2007 for water plan projects in the 2007 State Water Plan; and the State Participation Program - allows TWDB to"assume a temporary ownership interest in a regional project when the local sponsors are unable to assume debt for the optimally sized facility."

SCMA Welcomes AMTA to Texas: July 2009

The American Membrane Technology Association (AMTA) held its national conference in Austin in July, giving the South Central Membrane Association, AMTA's local affiliate, a great opportunity to show its leadership on membrane technology issues. SCMA organized two pre-conference workshops for attendees. One was titled Membranes for Water Treatment: Federal and State Research Advances. The other focused on Membrane Filtration Guidance Manual: Understanding Integrity Calculations.

SCMA board members Marlo Wanielista Berg, P.E., of the Texas Commission on Environmental Quality and Jorge Arroyo, P.E., of the Texas Water Development Board were instrumental in the workshops' success, organizing speakers and topics.

Arroyo and SCMA President Bill Norris, P.E. welcomed all attendees to Austin during the opening session, which also featured Chairman Mark Strama of the Texas House of Representatives and Mike Gabaldon of the U.S. Bureau of Reclamation.

SCMA members who made presentations during the conference included:

  • Roger Noack, P.E. (HDR Engineering, Inc.) - Overview of Direct Integrity Testing for Pressure-Based Tests (during pre-conference workshop) and Offshore - Large Scale Ship or Platform Mounted Desalination.

Numerous other SCMA members were present at the conference, either as attendees or as sponsors/exhibitors.

In addition, SCMA board members David Derr (Afton Pumps) and John Balliew were elected to the AMTA board by members.

"The AMTA conference was a great opportunity for SCMA to showcase the efforts we're making in Texas - and nearby states - to increase the understanding and use of membrane technology," said Norris. "I think everyone was really impressed with Austin, with AMTA, and with SCMA. We look forward to continuing to educate operators and policymakers on the ways membranes can help improve water supplies and wastewater treatment."

TCEQ to Hold Public Meeting on Proposed Injection Well Permit

The Texas Commission on Environmental Quality is holding a public meeting June 2, 2009, to accept comments on a proposed underground injection control general permit. This proposed permit (WDWG010000) would "(authorize) the use of a Class I injection well to inject nonhazardous brine from a desalination operation or nonhazardous drinking water treatment residuals." It would apply to the entire state of Texas, and would potentially "require regulated facilities to submit a Notice of Intent to obtain authorization for injection." The public meeting will be held June 2 at 1:30 pm at TCEQ's Austin office, 12100 Park 35 Circle, Building E, Room 254S, and will provide the public with an opportunity to submit comments and ask questions about the permit. Other options to submit comments include submitting them online or via postal mail to the Office of the Chief Clerk, MC 105, TCEQ, PO Box 13087, Austin, TX 78711-3087. TCEQ Accepting WUOLAC Nominations

The Texas Commission on Environmental Quality is accepting nominations through April 30 for the Water Utility Operator Licensing Advisory Committee. Those selected will serve four-year terms beginning in September 2010. For more information, contact Allan Vargas of TCEQ at 512-239-6139.

Federal Matching Grants for Water Efficiency

Reclamation has issued a second Funding Opportunity Announcement (FOA) for Water Marketing and Efficiency Grants. The full FOA for these projects was posted to Grants.gov today. Although many aspects of the new FOA are identical to the previously issued FOA, this FOA differs in several significant ways. Minimum cost-share for these projects is $1 million. Maximum federal cost-share is $5 million. Recovery Act requires that several new conditions be placed on all awards made with Recovery Act funds, including Davis-Bacon wage rate requirements for contractors; use of iron, steel, and manufactured goods produced in the United States; and more frequent project reporting. Additional criteria were added to ensure awardees meet the goals and intent of the Recovery Act.

The FOA will close 45 days after posting, on Friday, May 22, 2009.

TCEQ Organizing Stakeholder Advisory Group

Staff of the Texas Commission on Environmental Quality (TCEQ) invite you to participate in a voluntary stakeholder advisory group for implementation of the general permit for Underground Injection Control (UIC) Class I wells authorized to inject nonhazardous desalination concentrate or nonhazardous drinking water treatment residuals. A stakeholder meeting will be held to discuss and solicit input on the draft general permit. This meeting will be held prior to the formal public comment period and publication of notice of the draft general permit in the Texas Register.

A stakeholder advisory group meeting will be held Tuesday, January 6, 2009 from 1:30 p.m. to 3:30 p.m. at TCEQ Headquarters, 12100 Park 35 Circle, Building E, Room 201S (the Commissioners' Agenda Room). Input will be accepted on the draft UIC General Permit during this meeting and throughout the stakeholder comment period which extends through January 13, 2009.

An Internet website for the stakeholder advisory group has been created. The draft General Permit, agenda for the stakeholder advisory group meeting and other related information may be obtained at the following web address: www.tceq.state.tx.us/goto/uicgp.

SCMA Member Facility Wins AMTA Award

At its national conference in Naples, Florida in July the American Membrane Technology Association (AMTA) awarded El Paso Water Utilities with the "Membrane Facility Excellence Award" for the Kay Bailey Hutchison Desalination Plant.

The Hutchison plant is a joint project of EPWU and the U.S. Army. It's one of the largest brackish desalination facilities in North America, capable of producing 27.5 million gallons of treated water per day for a fast-growing community with limited water supplies. The plant was built to augment the area's water supplies for the next 50 years.

AMTA treasurer David Derr, who also serves on the SCMA board, presented the award to fellow SCMA board member John Balliew, EPWU's Vice President for Operations and Technical Services.

AMTA also named James "Red" Weddell, P.E. the "Water Quality Person of the Year." Weddell, a former SCMA board member, is a longtime employee of the Texas Commission on Environmental Quality in the Water Supply Division. Weddell has given presentations on membrane technology across Texas for more than 10 years, while also writing the staff guidance manual for membrane pilot studies. AMTA said Weddell "is appreciated for serving as a mentor, not only to TCEQ employees, but also to consulting engineers and water plant operators."

Dozens of other SCMA members attended the AMTA conference, including board president Bill Norris and Training and Certification Committee chairman Roger Noack.

SCMA Members Honored at 2008 Global Water Awards

SCMA member organizations and facilities were among the winners of this year's Global Water Awards, presented as part of the International Desalination Association/Global Water Intelligence conference held in London April 21-22. Doosan Hydro Technology won the award for "Desal Company of the Year," and Veolia Water won "Water Company of the Year." CH2M HILL earned "Distinction" in the Water Company of the Year category, and the Kay Bailey Hutchison Desalination Plant, operated by El Paso Water Utilities, received "Honorable Mention" for Desal Project of the Year; the winner was the Tampa Bay Seawater Desalination Plant, whose team includes member Acciona Agua.

About the Plant

Texans Rally for Desalination

Desalination initiatives will produce benefits for the entire state of Texas by producing new sources of water both inland and on the coast, according to Ken Armbrister, Legislative Director for Gov. Rick Perry and former Chairman of the Senate Natural Resources Committee.

Speaking at the March 7, 2007, Texas Desalination Day program co-sponsored by SCMA, Armbrister called for additional funding for the Brownsville seawater desal pilot. The technology being tested there, he said, can be applied elsewhere in the state to develop both seawater and brackish groundwater resources.

Armbrister's keynote remarks followed a presentation on the Texas Water Development Board's desalination initiatives; an update on El Paso's brackish groundwater facility, slated to come on-line later this year; and a status report on the seawater pilot. Presenters were TWDB Chairman Rod Pittman, El Paso Water Utilities General Manager Ed Archuleta, and NRS Consulting Engineers' Principal Bill Norris. Bill serves as SCMA vice-president.

Earlier that day, resolutions were approved by the Texas Senate and House, encouraging continued "investment in practical applications of desalination technology in Texas for the benefit of all citizens." SR 413 was authored by Senator Eddie Lucio, Jr.; HR 689 by Rep. Bill Callegari.

Texas Desalination Day was jointly sponsored by the South Central Membrane Association and the Texas Water Conservation Association's Desalination Coalition.

Salty Solutions: New Projects Making Salty Water Drinkable

"The success of groundwater desalination has many looking to the ocean for the future of desalination in Texas," notes the Texas State Comptroller in an article that puts the spotlight on "new projects making salty water drinkable." Full story * from the Dec. 2005 issue of Fiscal Notes.

TWDB "Highly Commended" by 2006 Global Water Awards

The Texas Water Development Board has been recognized for its "exemplary" approach to developing and managing "the future of water supply in one of America's driest states." A panel of senior industry representatives and editors of Water Desalination Report and Global Water Intelligence cited the Board's technical and financial support to initiatives focused on brackish and seawater desalination, and concluded that "the TWDB leads the US in its approach to water resources management in the face of growing demand and increased scarcity."

The 2006 Water Agency of the Year award went to the Singapore Public Utility Board, which uses advanced membrane technologies to produce high-quality potable water for the mostly urban Singapore population. The PUB's plant at Tuas produces the cheapest desalinated water in the world, at 48 cents/m³.
